APED VACANCY  OCTOBER 2008

TERMS OF REFERENCE

BACKGROUND
Both the Master Plan for the Rehabilitation and Reconstruction of Aceh / Nias after the tsunami, and the plans that support the Helsinki peace accords, are mainly concerned with immediate actions and programs of limited duration that aim to speed recovery and enable survivors to resume a normal life.  Major efforts are now needed to maximize the benefits from invest¬ment in these recovery programmes and to build a sustainable economic base for longer term prosperity.
Through an earlier LOA, UNDP and Provincial Bappeda have been supporting the Aceh Coffee Forum, which was set up in September 2005.  The Forum has met monthly and already generated several pro¬posals for revitalizing coffee production and trade, which partners are in implementation. UNDP obtained funds from the Decentralization Support Facility (DSF) for a project titled “Aceh Partnerships for Economic Development (APED)” and the Department for International Development (DFID) of UK Government support under the umbrella of UNDP - ERTR programme. Funding from the DSF terminated in November last year, while funding from DFID had been closed down 31 March 2008. UNDP has been proposing a bridging fund for APED to UNDP Bureau for Crisis Prevention and Recovery (BPCR) in Geneva in order to support project activities beyond March 2008. BCPR has previously provided financial support to CPRU for programming in a number of areas in Aceh.  In addition, UNDP and APED have been making vigorous efforts to secure additional funding from MDF for over a period of 4 years. Since the MDF approved a PCN (Project Concept Note) for EDFF (Economic Development Finance Facility) in September 2007, UNDP is now preparing to submit a project document to the MDF through EDFF later this year.

The project seeks to build and empower local partnerships between government, the business community and other stakeholders involved in clusters of economic activities associated with export commodities.  The project aims to empower these partnerships to generate their own initiatives for promoting the cluster, mobilize resources from partner agencies, and collaborate with these organizations in implementing initiatives.  The APED project builds on an earlier initiative in support of the coffee industry.  Coffee was chosen as the initial industry to support due to strong worldwide demand for Aceh Arabica coffee and the substantial potential to raise farmer productivity and incomes.  UNDP, Bappenas (the National Board from Development Planning) and Bappeda NAD are working in concert to consolidate and expand progress achieved in the coffee sector, and to expand support to similar public-private partnerships for Cocoa, Rubber, Aquaculture and other sectors.

INSTITUTIONAL FRAMEWORK
APED will be implemented by Bappeda NAD in close collaboration with participating districts, Bappenas and UNDP.  For each cluster of economic activities supported by the project, Bappeda will seek to engage the participation of those districts where the cluster constitutes an important part of the local economy.  As UNDP’s national counterpart, Bappenas will monitor implementation of APED, assist Bappeda NAD in coordinating donor programmes in the region, and help with mobilizing government funds.  UNDP will share with Bappeda responsibility for implementation, and provide a Chief Technical Advisor to provide guidance for the project and a Programme Associate to liaise with the stakeholders of the project.

PROJECT DURATION
Current funding from the UNDP Bureau for Crisis Prevention and Recovery (BPCR) in Geneva has been conformed to support project activities beyond March 2008 up to early 2009. In addition, UNDP and APED have been making vigorous efforts to secure additional funding from MDF for supporting the project over a period of 4 years. Since the MDF approved a PCN (Project Concept Note) for EDFF (Economic Development Finance Facility) in September 2007, UNDP is now preparing to submit a project document to the MDF through EDFF later this year.

UNDP and Bappeda NAD are seeking :

Title : APED Business Development Specialist (BDS) (2 person)
Duty Station : Banda Aceh

TASKS
On behalf of and in collaboration with Bappeda NAD, the Business Development Specialist will undertake the following tasks:

1. Information dissemination
-Prepare materials describing and explaining the APED project for distribution to interested parties.
-Attend meetings and other events that offer an opportunity to promote the APED project to a wide audience.
-Prepare simple newsheets or bulletins at periodic intervals to inform stakeholders and the public about progress and achievements.
-Maintain and update lists of participants in cluster partnerships, organisations and persons to contact that are interested in the APED project.
   
2. Mobilising support
-Assist the Project Manager and others in promoting APED as a means to strengthen local economic development in the province.
-Assist the provincial government in setting up new cluster partnerships, and where appropriate assist district governments to establish local branches of cluster partnerships. 
-Make concerted efforts to encourage the participation of small scale producers, the business community, and other interested stakeholders in the cluster partnerships.
-Collaborate with associations of farmers and government departments of agriculture and plantations in reaching out to small scale farmers and facilitating their representation in cluster partnerships.
-Establish and maintain close contact with industry leaders in each cluster to determine their concerns and interests and to foster material support for partnership activities.

3.Project implementation 
-Collaborate with the project Economist in designing proposals for project activities.
-Assist the project Economist in drafting TORs for consultants and contractors to be recruited for implementing project activities.
-Collaborate with the Project Manager and the UNDP Programme Associate in procuring the services of consultants and contractors.
-Assist and monitor consultants and contractors in carrying out their assignments.
-Facilitate their collaboration with other people and organisations involved in implementing project activities.

4.Monitoring and reporting
- Assist the Economist in organising the collection of data and information required for the monitoring and evaluation system.
- Collaborate with the Project Manager and Economist in preparing periodic reports documenting APED progress based on information generated by the monitoring and evaluation system.

QUALIFICATIONS
The APED Business Development Specialist should possess:
- A master degree or bachelor degree in business management, or other relevant field
- Minimum of 10 years (bachelor degree) and 5 years (master degree) experience working in business or in business development projects in Indonesia
- Superior skills in communicating with stakeholders, and particularly in facilitating discussions and assisting participants to develop ideas and initiatives
- Familiarity with methods of community empowerment and participatory approaches to planning and decision making
- Fluent proficiency in spoken and written English and Indonesian
- Knowledge of the Acehnese language would be a strong advantage

Title : Field Coordinator (8 person)

TASKS
The Field Coordinator will undertake the following tasks:

1. Liaison
- Provide effective liaison between the APED team and staff from relevant district government line departments  
- Obtain information on all district government projects related to the coffee or cocoa cluster, and convey this information to the APED team
- Exchange information with all organisations and other donor programmes engaged in supporting local economic development in the district
- Assist the Business Development Specialist in explaining the APED project to interested parties, and distributing APED brochures, news letters and progress reports
- Maintain and update a list of organisations and persons to contact from the district that participate or are interested in the APED project.

2. Participation
- Collaborate with the Business Development Specialist in making concerted efforts to encourage the participation of farmer groups and cooperatives, the business community, and other interested stakeholders from the district in the cluster Partnership/Forum
- Collaborate with farmers’ associations and government departments of agriculture and plantations in reaching out to small scale farmers and facilitating their representation in the Partnership/Forum
- As a means to this end, organise meetings at the sub-district level (kecamatan) for leaders of farmer groups, and assist them in reviewing proposed APED activities and generating their own proposals
- Encourage leaders of farmer groups to nominate members to represent them at meetings of the cluster Partnership / Forum and arrange for them to attend such meetings.

3. Project implementation 
- Request information from the APED team on all proposed activities in the district and make sure the views and interests of local stakeholders are made known to those designing and planning such activities
- Stay informed about all government activities for the coffee or cocoa industry in the district, and assist government staff in taking into account the views and interests of local stakeholders
- Assist in mobilising local support for implementing APED activities in the district
- Monitor consultants and contractors hired by APED in carrying out their assignments in the district
- Facilitate their collaboration with other people and organisations involved in implementing project activities.

4. Monitoring and reporting
- Assist the APED Economist in organising the collection of data and information required for the monitoring and evaluation system
- Collaborate with the Project Manager and Economist in preparing periodic reports documenting APED progress based on information generated by the monitoring and evaluation system.

QUALIFICATIONS
The APED District Coordinators should possess:
- A Bachelors degree or higher in agriculture, economics, planning or other relevant field
- A minimum of 3 years experience working at the district or sub-district level on development projects in Indonesia with an emphasis on economic development
- Superior skills in communicating with stakeholders, and particularly in facilitating discussions and assisting participants to develop ideas and initiatives
- Familiarity with methods of community empowerment and participatory approaches to planning and decision making
- Demonstrated ability to write articulate reports in Indonesian
- Fluency in the use of computers and common software programmes, particularly for email and the internet, Microsoft Windows, Word, Excel and Power Point 
- Knowledge of the Acehnese and English languages would be a strong advantage.

DUTIES AND RESPONSIBILITIES
The Project Assistant is expected to assist the Economist to ensure all of APED  programme are conducted with rules and regulation of the Government of Indonesia, and UNDP. S/he will be based in Banda Aceh. The Project  Assistant will carry out the following duties and responsibilities:

- Assisted The economist in making programme planned,compliance with the Government rules and regulations, and UNDP guidelines.
- Provide information that necessary for APED programme planned
- Assisted The economist in analysis local and national economic reports related with the programme will be set.
- Assisted Project Manager, The Economist, and Consultant to make project update.
- Assisted Project Manager, The Economist, and other specialists in data processing,.
- Assist in prepare presentation material.
- Assist in prepare the basis of information transmitted by the different specialists, all contracts between the project, sub projects, consultants and contractors.
- Perform other programme support tasks as assigned by the Project Manager or other specialists.

QUALIFICATIONS
- Bachelor degree (S1) in Economic, Management, Communication.
- Minimum 3 years of working experience in the related fields.
- Excellent capabilities in analysis economic development report.
- Having experience in public international organizations or particularly with UN agencies or UNDP would be desirable.
- Having knowledge of accounting software and experience in the usage of computer (Microsoft Office Windows packages: Words, Excel, Access, Power Point), the internet and e-mail.
- Trustworthy, accurate, and analytical.
- Good communication, inter personal skills and team player.
- Having good presentation skills.
- Demonstrate personal commitment to peace, tolerance and development. 
- Fluency in spoken and written English and Bahasa Indonesia. Knowledge of Acehnese language would be advantageous.

DUTIES AND RESPONSIBILITIES
The Comminication Assistant will carry out the following duties and responsibilities:

- Assist in the preparation of promotional/advocacy materials
- Assist in the design and planning of advocacy and communications strategy and plans
- Provide general administrative support to the Communications Officer and the other members of the communications team
- Assist the team in media outreach and information dissemination-related activities
- Assist the team in supporting the implementation of relevant public events involving the UN system
- Provide back-up support to the translator when required
- Arrange appointments, maintain supervisor's calendar, receives visitors, places and screens telephone calls as required and responds to routine inquiries
- Maintain an up-to-date list of contact addresses, publication distribution list, and other record systems as necessary
- Assist in receiving, sorting and maintaining of publications for reference by various units
- Assist in the development of an MDG database (DevInfo)
- Perform other tasks as may be required by the team and the Programme Support and Communications Unit.

QUALIFICATIONS:
- Bachelors degree in Communications, journalism or other related disciplines with minimum of 4 years working experience in related fields (a Masters degree can be substituted in place of work experience)
- Excellent working knowledge of written and spoken English and Indonesian
- Good writing skills (particularly creative writing)
- Good research and analytical skills
- Experience in publications and public affairs including organizing large-scale events
- Computer literacy
- Some secretarial background and experience would be an advantage
- Quick learner and easily adapts to the work environment
- High initiative and a team player
- Indonesian National

Title : Reporting and Translation Assistant  (1 person)

DUTIES AND RESPONSIBILITIES
The Reporting and Translation Assistant is expected to ensure that all reporting and translation are conducted in timely manner and in line with standards of reporting and translation applied for APED Project and other requirements as relevant. S/he will be based in Banda Aceh at Provincial Bappeda’s office. Under direct guidance and supervision of APED Project Manager, the Reporting and Translation Assistant will carry out the following key summary of duties and responsibilities:
 
- Assist in preparing the reports and translation materials that are required and relevant to the project and provide feedback accordingly.
- Liaise with local government officials, implementing partners, UNDP/UN agencies, INGOs/NGOs, and other stakeholders in related to performing reporting and translation tasks.
- In close collaboration with the technical support team of APED Project in particular Economist and BDS, assist in compiling data and information and others related to the project.
- Assist in identifying any apparent issues including poor alleviation, conflict-sensitive and gender issues related to the project and report them to the technical support team of APED Project.
- Involve in meetings facilitated by the project or local government officials, implementing partners, UNDP/UN agencies, INGOs/NGOs, and other stakeholders and prepare the minutes and translation accordingly.
- Support on communications activities among the team and with other concerned parties.
- Assist in verifying data, information, queries, and monitoring activities as required.
- Perform other necessary reporting and translation tasks as assigned by the Project Manager.

QUALIFICATIONS
- Bachelor degree (S1) in preferably Communication, Economics, Sociology Development, Management or related fields.
- Minimum 3 years of progressively working experience in the reporting and translation.
- Having experience in international organizations or particularly in development projects would be desirable.
- Familiarity with development of monitoring plan and tools would be a considerable advantage.
- Excellent computer literacy with minimum Microsoft Office Windows packages, the internet and email. Skilled in software for desktop publishing and statistics application would be an asset.
- Trustworthy, accurate, and analytical.
- Good communication, inter personal skills and team player.
- Having good presentation skills.

DUTIES AND RESPONSIBILITIES
The Administrative Assistant is expected to ensure that all the day to day office and project administration procedures are conducted in timely manner and in line with rules and regulation of the Government of Indonesia and UNDP, and prevailing standard of office and project administration in Indonesia. S/he will be based in Banda Aceh. The Administrative Assistant will carry out the following duties and responsibilities:

- Provide day-to-day office and project administrative and secretarial support.
- Verify office and project document, data, file and other records of project.
- Maintain contact list, document collection, record keeping, and file retention (soft and hard copy).
- Prepare office and project administration reports.
- Prepare and filling correspondence, contracts and other relevant documents.
- Prepare and arrange documents for official travel, accommodation and related issues.
- Prepare and filling personnel timesheet and meeting attendance list.
- Provide support to arrange appointments, meeting schedules and follow-up action.
- Assist in Note taking; attend meetings and write Minutes of Meeting.
- Assist in procurement of goods and services are in line with the provisions of the Government regulations and UNDP guidelines and are transparent and well documented.
- Assist in logistical support for goods and services including replenishment and controlling of office supplies, equipment, and other inventories.
- Assist in managing and dispatching of drivers.
- Perform other general office tasks as assigned by the Project Manager or other specialists.

QUALIFICATIONS
- Bachelor degree (S1) in Administration, Economics, Management or related fields.
- Minimum 3 years of progressively working experience in office and project administration.
- Familiarity with Government and UNDP administrative rules and procedures including procurement, contracting and taxation would be a significant asset.
- Having excellent typing skills and able to operate office equipments.
- Experience in the usage of computer (Microsoft Office Windows packages: Words, Excel, Access, Power Point), the internet and e-mail.
- Ability to deliver presentation.
- Creative, quick to respond, strong motivation and good team player.
- Good communication and inter personal skills.
