Economical ideology confrontation between capitalism and socialism that showed by freeze war between two super power countries already come to an end as the broken of Soviet Union and communism in countries. Besides, the born of economic globalization that dominated by the power of great capitalist such as United States and several European countries already show new world economical power plot.

Economic globalization is one word that can represent international economic situation in these last three decades. So fast, big, strong and frequently radical, that’s what usually brought by economic globalization today. It comes by breaking the national economic sovereignty in every country, which happened in developed countries and also in under developing countries. The country is more transmitted and related one another in economical and political circle. Human capital distribution, technology sources and mobile information are more accelerated and swift from one country to another country, or one area to another area. Besides, international market review is widely showed and conducive, even though usually complicated and the dynamic movement is hard to predict, wether it reflect a fair free competition or on the contrary, it show access discrimination to get involved in it.

For under developing countries, especially Indonesia, in facing economic globalization just like this time, the problem is no more about admit or deny its reality but the problem is how to positively make use it for the maximize of advantage, and reduce the negative excess to minimize the disadvantage. Because, we see clearly that economic process such as producing and trading, capital investment and technology movement. Agree or not, one day, all of it will follow economic globalization syndrome. For Indonesia, who is located under a swing hanger, in one side, this is a chance to get benefit from comparative superiority of it so it can enjoy world economic growth. In other side, in open and quick global market competition we can get the benefit fairly.

Economical-political mind concept derivation above push us to re-formulate the paradigm/model and also accurate and sustainable orientation in effort to build local economy that sides with a lot of community. Or, how local economical concepts should meet in capitalist economical rule. How far local economy development can make orientation changes in economical actor and also local government in make sure local autonomy era, generally in Indonesia and especially in Nanggroe Aceh Darussalam. In this article we want to descriptively supervise the local economic development model that based on clustering in Aceh after conflict and tsunami that prior the competitive advantage

Local Economy Development : Between Ideology and Implementation
In development perspective, Aceh repeatedly change its concept and strategy, model or also formula that apply in effort to develop civil economy in grass root level, and up to now haven’t produce anything or show a conducive and satisfying situation for the born of growth dynamic that can extend and multiplier effect for a cluster or an area. This indication can be seen from the low value of labor field building and the high value of joblessness and poverty in villages and cities.

After Aceh rehabilitation and reconstruction process, local government and domestic or foreign non government organization start to try to formulate economic development pattern that can extend by local economic development based on competitive superiority in every district area in a province regional area. That advantage expected to be locomotive icon from the development dynamics of economic development that’s always increased and extended; the mean is trickle down effect is established there.
Production center and economic points extension that usually mentioned in Michael Porter economic terminology with name cluster, remind us to the success story of developed countries in every part of world region, although we now that developed countries also have crisis with natural and energy resource. In East Asia and Pacific, the born of the four little dragon countries consist of Japan, South Korea, Taiwan, Singapore and Hong Kong increase the amount of success countries who consistent in build economic basic power in grass root level. China and its partner Vietnam and North Korea keep on wriggling.  So did Italy, Germany, French and Sweden in European region. In local-domestic context, the success of areas who get success can we list from batik industry in Solo and Pekalongan, shoes industry in Cibaduyut Bandung with its textile industry center, carved furniture industry in Jepara, corn industry in Gorontalo, rice & Mulieng chips industry in Pidie and a lot more than can be sample project to create economic point transmission with strong basic in community.

In local development concept, there are three fundamental and crucial points to build correctly and step by step. First, local development plan consist of economy, infrastructure and human resources. Second, plan to make economy keep growth. For that, we should see carefully exact preference in decide what “commodity” will be the great in economic competition. Third, long term plan which focused and consistent, gradual and has continuity. Long term means not see in 5 years perspective, but has ability to do forecasting until 20 to 25 years from now. High seriousness in developing competitive and comparative advantage, or in other word, the managing core competence is still kept, integrated and measured in geo economy-politic calculation and cultural characteristics in an area. Central competition which became priority should have adventitious root in economic foundation that can grow fertile in a local community cultural entity. Thus, in this context the important of local economic development strategy formulation will extend to keep going to reach dynamic grass root community economy.(Sayed Mirza)
